FOSS Localization in Developing Countries

Free and Open Source Software (FOSS) has been touted to have a promise to the challenges to access and usage of software in developing countries (DCs). However, there has been little research into how to introduce and indigenize FOSS in these contexts. This paper aims to identify the specific factors for sustainable and successful introduction and localization of FOSS in DCs. We revisit the information development lifecycle to develop a framework to introduce and localize FOSS in developing countries. The framework suggests that introducing FOSS in developing countries is not just a technical effort, but a complex socio-technical process happening within a developing context. This requires a multi-stakeholder effort and a strong awareness of development issues, local culture, conventions, norms and beliefs. Future research may extend its applicability and understanding by the examining the constructs of the proposed framework empirically.
